Diane Hall, PhD
Director for the Office of Rural Health in the Centers for Disease Control and Prevention
Previously, Dr. Hall was a senior health scientist in CDC’s Office of the Associate Director for Policy and Strategy, where she served as CDC’s rural health lead, led CDC’s public-private partnerships work, and supervised workforce development activities. Dr. Hall also held several leaderships positions within CDC’s COVID-19 response.
Prior to coming to CDC, Dr. Hall held an academic appointment at the University of Pennsylvania, where she taught courses on theories of psychotherapy, psychology of women, and adolescent development.
Dr. Hall earned her B.A. in Psychology from Hollins College (now Hollins University) and earned her MSEd in psychological services and her PhD in school, community, and child clinical psychology from the University of Pennsylvania.

Eliseo J. Pérez-Stable, MD
Director, National Institute on Minority Health and Health Disparities
Eliseo J. Pérez-Stable, M.D. is Director of the National Institute on Minority Health and Health Disparities (NIMHD) at the National Institutes of Health (NIH). He oversees NIMHD’s annual budget to advance the science of minority health and health disparities research. NIMHD conducts and supports research programs to advance knowledge and understanding of health disparities, identify mechanisms to improve minority health and reduce health disparities, and develop effective interventions to reduce health disparities in community and clinical settings.
NIMHD is the lead organization at NIH for planning, reviewing, coordinating, and evaluating minority health and health disparities research activities. NIMHD also promotes diversity in the biomedical workforce, supports research capacity at less-resourced institutions training underrepresented students and serving populations with health disparities, supports inclusive participation in all clinical research, and promotes information dissemination through regular electronic communications, public education outreach, and scientific presentations.

Nathan Baugh
Executive Director for the National Association of Rural Health Clinics
Nathan Baugh is the Executive Director of the National Association of Rural Health Clinics (NARHC). Prior to becoming the Executive Director in July of 2022, Nathan was the Director of Government Affairs for NARHC and in this role he was instrumental in the passage of the Rural Health Clinic Medicare payment reforms signed into law as a part of the Consolidated Appropriations Act of 2021.
This legislation was the most significant overhaul to the rural health clinic program in the last twenty-five years. As Executive Director, Nathan provides strategic direction for NARHC and is still involved in RHC advocacy priorities from telehealth to Medicare Advantage.

Amanda Pears Kelly
Executive Director of the Association of Clinicians for the Underserved
Amanda Pears Kelly is the Executive Director of the Association of Clinicians for the Underserved (ACU). In this role, she leads organization vision and strategy and manages all aspects of the Association, providing overall leadership and management services to the board of directors and membership. Amanda oversees ACU fundraising, advocacy, communications, membership as well as organization projects and programs. She brings extensive experience to her role, including campaign development, communications strategy development, crisis management, leadership, team development and training, consulting, logistics, and policy/regulatory analysis.
A fierce advocate for health equity, Amanda is also the CEO of Advocates for Community Health (ACH) where she spearheads the coalition’s work to advance the delivery of health care to underserved populations and achieve health equity for communities in need.
She was one of ACH’s founding members and has more than 18 years of experience translating complex issues into easily understood trainings and resources leveraged widely across the health center community and beyond. Amanda has a proven record of dynamic, resourceful, and agile leadership with noted expertise launching grassroots advocacy initiatives and healthcare policy issues to lead advocates and define initiatives that positively impact tens of millions of patients living in underserved communities across the United States.

Alan Morgan, MPA
Chief Executive Officer for the National Rural Health Association
Recognized as among the top 100 most influential people in healthcare by Modern Healthcare Magazine, Alan Morgan serves as Chief Executive Officer for the National Rural Health Association. He has more than 34 years experience in health policy at both the state and federal levels, and he is one of the nation’s leading experts on rural health policy.
Mr. Morgan served as a contributing author for the publications “The Handbook of Rural Aging,” “Rural Populations and Health,” and for the publication “Policy & Politics in Nursing and Health Care.” In addition, his health policy articles have been published in: The American Journal of Clinical Medicine, The Journal of Rural Health, The Journal of Cardiovascular Management and in Laboratory Medicine.
Mr. Morgan served as staff for former US Congressman Dick Nichols and former Kansas Governor Mike Hayden. Additionally, his past experience includes tenures as a health care lobbyist for the American Society of Clinical Pathologists, the Heart Rhythm Society, and for VHA Inc.
He holds a bachelor’s degree in journalism from the University of Kansas, and a master’s degree in public administration from George Mason University.
